Goal: To contribute to poverty reduction in the country through livestock development.

Objectives:
• Increase livestock production and productivity and eliminate the problem of malnutrition
• Improve the economic and social condition of the poor, socially disadvantaged people and women through improved livestock farming
• Develop and improve existing livestock farming as the main income source of the farm family and help in maintaining environmental balance and conservation
• Extend disease control services for security and conservation of livestock and public health
• Assist in the production of livestock and products which are exportable and import substitutable
• Involve private sectors in commercial livestock farming; resource centre development and conservation; and market management
• Increase self-employment opportunities by encouraging livestock sector and livestock based industry and trade
• Extend quality control services in favour of livestock sector, livestock industries and the consumers
• Identify, conserve, promote and develop the indigenous livestock breed which are going to be extinct

Strategies:

A. Animal Health
• Produce vaccines within the country
• Involve private sectors in animal treatment and technical consultancy services
• Control and eradicate epidemic animal diseases
• Provide animal disease diagnostic services
• Conduct survey and surveillance of animal diseases.
• Apply quality control system in vet. medicines and vaccines
• Implement animal quarantine services effectively
• Control zoonosis diseases
• Activate Slaughterhouse and Meat Inspection Act and assist in the establishment and running of slaughterhouse by private sectors
• Control and retain quality in livestock treatment services provided by the private sectors
• Modernize the animal health services according to the standard of OIE and WTO

B. Livestock Production and Marketing:

• Establish Nucleus herd of improved animals and centre of foundation seeds of grasses in the livestock farms and distribute them to resource centres of the districts
• Manage quality control system for livestock feed and raw materials used in feed.
• Increase supply of pasture and fodder by making the community and leased forest available to the users group.
• Make use of community pasture land through users groups and increase its productivity
• Involve private sectors in the production and marketing of quality grass seeds
• Assist to establish livestock markets in feasible places by providing necessary technical and infra-structural supports and insist private sectors to operate.
